Ukraine regains full Starlink satellite speeds as Musk defends earlier drone limits

High-speed satellite connections resumed for Ukrainian forces after more than a week of restrictions that disrupted battlefield drone missions, while Elon Musk blamed terms-of-service violations.

KYIV, Ukraine — Ukrainian officials announced Saturday that high-speed access to SpaceX’s Starlink and Starshield satellite networks had been fully restored, concluding more than a week of connectivity caps that disrupted military drone missions along the front lines.

Shortly after Kyiv reported the restoration, SpaceX Chief Executive Elon Musk stated on social media that his company had limited the civilian Starlink service because Ukrainian forces breached user terms by deploying it to execute lethal offensive drone strikes, CNBC reported.

Battlefield capabilities restored

Ukraine’s Defense Ministry stated Saturday that monitoring equipment confirmed stable connectivity on objects traveling faster than 400 kilometers per hour, or roughly 250 miles per hour, according to the Associated Press. Ukrainian defense officials had previously reported that satellite links cut off whenever devices exceeded roughly 100 miles per hour, crippling unmanned aerial vehicles and causing several combat missions to fail.

Ukrainian President Volodymyr Zelenskyy confirmed in a video address that terminals resumed normal operating velocity overnight, calling the development vital for frontline communications and intercepting Russian Shahed drones, The Guardian reported. Zelenskyy credited direct engagement with U.S. officials for resolving the bottleneck, expressing gratitude toward American partners.

“This result is, above all, important for our front, for the military, the work of drones, logistics, and communications,” Defense Minister Yevhenii Khmara told reporters, as reported by the AP.

Finger-pointing over who throttled access

The operational limits had triggered intense debate in Washington and Kyiv over who authorized the slowdown. Musk maintained that the U.S. government directs rules regarding Starshield, the military-tailored branch of the satellite service, CNBC reported. However, U.S. Secretary of State Marco Rubio and Defense Secretary Pete Hegseth previously denied that the administration had any role in directing SpaceX’s network rules, according to the AP.

Speaking to journalists in Florida on Saturday, President Donald Trump confirmed he had reached out to Musk, validating a report by The Wall Street Journal that he asked the billionaire to ease the constraints, CNBC reported. Trump had previously asserted he had no involvement in any slowdown.

Bipartisan calls have emerged among U.S. lawmakers demanding a formal inquiry into SpaceX and Musk over sudden modifications affecting Ukraine’s access, CNBC reported. Meanwhile, Ukrainian presidential adviser Serhiy Beskrestnov posted on Telegram that Kyiv remains physically blocked from employing commercial Starlink units for medium- and long-range offensive drone runs, according to The Guardian.

Diplomatic moves and ongoing strikes

The technological breakthrough arrived amid shifting diplomatic developments. Moscow agreed Wednesday to restart tripartite negotiations involving Kyiv and Washington in November, and both combatants accepted a narrow ceasefire on Friday around the occupied town of Oleshky arranged by first lady Melania Trump, the AP reported.

Even as satellite links recovered, fighting persisted across the theater. Ukrainian forces struck an industrial chemical site in the Russian city of Tolyatti and an electronics plant in Oryol that Kyiv officials said produces missile parts, while Russian occupation officials reported electrical outages across Crimea following aerial strikes, according to the AP.

It remains unsettled whether federal regulators will pursue congressional calls for an official inquiry into SpaceX’s actions, or whether future operational parameters for Starshield will be permanently formalized by the Pentagon.
