A high-stakes confrontation between New York City Mayor Zohran Mamdani and the Trump administration has intensified following a federal immigration enforcement operation that ended with an agent shooting a driver in the Bronx, according to multiple news reports.
The shooting took place Thursday afternoon in the Marble Hill section of the Bronx, when plainclothes Immigration and Customs Enforcement officers confronted 28-year-old Oscar Belgal in a vehicle while his 5-year-old son sat in the back seat. Belgal sustained a wound to the neck, while the child was unharmed and placed with family members, Gothamist reported.
Stalled negotiations between City Hall and White House
Following the encounter, Mamdani engaged in a series of phone calls with President Donald Trump and Homeland Security Secretary Markwayne Mullin, CNN reported. Mamdani demanded an immediate halt to federal immigration enforcement sweeps throughout the city and sought Belgal’s release from federal detention.
Trump and Mullin offered to relinquish federal custody only if the New York Police Department arrested Belgal and pursued local charges, according to CNN. The mayor rejected that condition, as a source familiar with the discussions told the network that local police lacked any outstanding arrest warrant or statutory basis to take Belgal into custody. Talks concluded without an agreement, and Mullin told Fox News that the mayor was “cordial, but unrealistic.”
Speaking at a press conference, Mamdani denounced the agency, stating that ICE operates with impunity and endangers urban neighborhoods. In response, Mullin accused the mayor of stoking hostility and blamed New York City’s sanctuary policies for forcing federal personnel to conduct risky street captures, according to Gothamist.
Conflicting accounts of the Marble Hill encounter
The circumstances surrounding the gunfire remain under active scrutiny. Federal officials claimed that Belgal accelerated his sport utility vehicle toward personnel and collided with two government cars, leading agents to open fire in self-defense, ICE said in an agency statement. Marcos Charles, executive associate director of ICE Enforcement and Removal Operations, alleged that Belgal had weaponized his car after ignoring instructions to exit, Gothamist reported.
However, video footage released by the NYPD shows two plainclothes officers with handguns approaching Belgal’s car along the curb before the driver pulls away, with one officer striking the side window. New York City Police Commissioner Jessica Tisch stated that an ICE agent discharged seven rounds, and investigators recovered seven shell casings at the scene. Tisch confirmed that no NYPD officers participated in the operation or were present when the shots were fired.
Federal officials stated that Belgal, a Dominican national, has ties to the Trinitarios street gang and pointed to past arrests as well as a prior larceny conviction, according to CNN. Tisch noted his sole local conviction was fourth-degree grand larceny, resulting in probation, Gothamist reported.
Street protests and legal challenges
The shooting ignited immediate demonstrations across the city. Demonstrators marched through lower Manhattan and gathered in Midtown to protest federal tactics, with some clashing with local police and calling for federal agencies to leave the city, according to reports from Gothamist and the New York Post.
Belgal was initially treated at NewYork-Presbyterian Allen Hospital before ICE personnel transferred him to a detention center in New Jersey and later to the Metropolitan Detention Center in Brooklyn, according to Gothamist and Salon. Belgal’s defense team filed a petition challenging his confinement, noting he remains in pain with a bullet fragment still lodged in his body.
A federal judge has issued an order barring the government from deporting Belgal or transferring him outside the New York area while litigation proceeds, Gothamist reported. The Bronx district attorney’s office and the mayor’s office are continuing independent inquiries into the confrontation.
